This form is an extremely polite humble way to say you are doing something. The te + いただく construction is a politer form of te + もらう which means 'have (someone) do (something) (for the speaker)'. The causative form of a verb means 'make (someone) do (something)'. So the combination of causative and te + いただく literally means 'have (someone) make (the speaker) do something' - in other words, it is simply a very polite way for the speaker to say that they are doing something. An English equivalent might be something like 'I have the privilege of being given the opportunity to do ~'.
This construction is often used in formal contexts, such as beginning a speech, requesting an audience, describing an action a business might take etc.
