Katakana 'wi' is largely obsolete, but still appears as part of several kanji, especially those containing the (tanned leather) element. It also sometimes appears in the form .
ヰ is actually taken from (oppose), which means 'opposite', in which it was simplified from (well). However, since ヰ has no independent meaning, in mnemonics we use the meaning 'wheel around', which combines the sound 'wi' with the sense of 'wheeling around (eg to the opposite side)'.
