In Japanese, the o sound (お) is frequently lengthened, to make a sound similar to the o in 'boat'. In general when this sound is 'spelled out' in hiragana, this is written by adding a う after the お. One exception is おおきい, where the double お is used instead.
In modern systems for writing Japanese in English, the long o is typically written using the 'macron' symbol: ō, whether the Japanese is おう or おお. Older systems often mimicked the Japanese, using the English 'ou' for おう.
