まで means 'as far as', and も means 'even', so literally this means 'even if you don't go so far as to do (something)'.
A very common usage is
わないまでも (sometimes
えないまでも), which means 'not to say':

It is warm, not to say hot.
As with English, this expression might (most likely) mean 'it's warm, verging on hot', or (less likely) 'it's actually hot, never mind warm'.
