The 羽 in 大羽 is usually a counter for birds (quite an irregular one, too! See: ). However, it is also used for grades of sardines, as here. For reference:

  • 6-11cm = 小羽鰯
  • 11-16cm = 中羽鰯
  • larger than 16cm = 大羽鰯
