It appeared to me that he was very intelligent.
When used with a negative form, the い is replaced with さ to form 〜さそう. So for example, ない (not) ➜ なさそう (seems not), かない (not going) ➜ かなさそう (seems to be not going), ない (not coming) ➜ なさそう (seems to be not coming) etc.
