means
it is because~; this is because~; because
A speaker will use というのも usually following a statement they have made or to extend from a statement that has been made by another speaker. The content that comes after というのも explains the reason for the statement that came before it.
Take care not to confuse this with というものだ that's what~is; ~is what defines~
