~ is not impossible
This is a useful set expression, equivalent to an English double negative. It actually means what you would expect from looking at the constituent elements: 〜ない (not) こと (thing) は (topic) ない (is not). The not thing is not: t may not be that something does not happen; in other words, it's not impossible.
