means
on the occasion of ~
にあたって could simply be translated as 'when', but it suggests a larger importance to the time being described than の
とき
, suggesting more the sense of 'at the time of ~' or 'on the occasion of ~'.

On the occasion of the US President's visit to Japan, the city's security system was strengthened.
The form にあたり is also seen somewhat less commonly. It is also possible to use (にたって、にたり), but this is also uncommon.
