means ought (to do something), should be/have (some way)
The tenses of the verbs used before and after はず can be tricky. When the thing that ought to have happened is already past, the verb before はず should be past tense.
When the result is also something that happened in the past, the verb after はず should be in the past tense, but the verb describing the thing that ought to have happened is in the present tense.
