やがる
is used to express contempt for something or hatred for something / someone. It is a strong form, with a vulgar sound, and would not be used in normal conversation. It is more frequently encountered in rough language in manga or movies etc.

He is sucking up to his boss.
Here it indicates envy:

That guy really creates good stuff.
Note that this form is not to be confused with いやがる, which just means 'to dislike', and does not have the same vulgar connotations.
