is used to express contempt for something or hatred for something / someone. It is a strong form, with a vulgar sound, and would not be used in normal conversation. It is more frequently encountered in rough language in manga or movies etc.Here it indicates envy:
Note that this form is not to be confused with いやがる, which just means 'to dislike', and does not have the same vulgar connotations.
