In English the thing you are forced to do is usually expressed as a verb. In Japanese, since the object is in noun form, こと must be added for typical verbs; する verbs can simply drop the する.

よぎ
literally means 'another method'. Here it is combined with なく, the adverbial form of ない (not), and される (the passive form of する, 'is done'). So the literal meaning is something like 'another method is made to not be' - ie, all other options were eliminated, and you are forced to do something.
