Notes:
- the noun phrase can be a noun or any phrase functioning as a noun (such as a verb with a nominalizer such as の), followed by the topic marker は or subject marker が
- the key is that the phase following the 必ずしも must end with a negative verb, but that verb may be at the end of a longer phrase which itself might contain another verb. For example:
