My current mastery of this grammar:
When used at the end of a sentence, さ functions in the same way as よ, but with a very casual feel.
It can also be used simply as a casual way to end a spoken sentence fragment, in the same way that the word 'like' has become common in American English. It might be found in for example
あのさ。。。(hey ...)
or なんかさ。。。(I dunno ...)
or この
とき
時
