to do B without care for; without caring about A
This expression is often used to describe a situation where a person carries out action B without consideration for A. In the particular context, it would generally be accepted that A is something to which it is best to give consideration, or for which to care about.
In many cases もかまわず is used when making a critical observation that implies the person carrying out the action has little regard for the impact of their action on others, or for how others may view them.
