The double width tilde symbol 〜 is commonly used in Japanese in the same ways it is used in English.
One of the most common ways is to indicate a range:

After consumption alcohol doesn't take effect immediately, but rather after 1 or 2 hours reaches peak blood concentration level.
Here, it is serving the same function as the particle から, and if you were reading this sentence aloud, you would read 〜 as から.
The symbol is also used as a way to lengthen a sound instead of the more common (and correct) katakana lengthening symbol ー (as in for example コーヒー):

"Ah, but I want to have a bit more of a look around."
Here, the えぇ〜 is just a contrived way of suggesting that the speaker is hesitating.
Finally, another usage is to suggest an approximation. In spoken Japanese this would typically be accomplished by placing the word
やく
immediately before the appropriate word, so if the following sentence were read aloud, the 〜 would be read as やく:

Since 〜 is a written punctuation symbol, and would be replaced by the appropriate word (から, やく etc.) in spoken Japanese, there is not often a need for the actual name - but if needed, it is チルダ:
