あらゆる
+ noun
means all ~; every ~
あらゆる is what would be called an adjective in English - it modifies the noun it precedes. In Japanese, where adjectives are typically classified as な or い, since this is neither, it is known as a 'pre-noun adjectival' or 'rentaishi'.
