My current mastery of this grammar point:

ことにする
and
ことに
める
both mean decide, and usage is virtually identical.
However, ことにする is more idiomatic, and so more commonly used in colloquial speech. ことに決める is suitable for more formal speech, or for more important decisions.
Another difference is that the usage of ことにする to mean 'I hereby decide to do' is not possible with 決める.
