means
just finished doing~; have just ~
This expression is used to describe that X has just finished doing Y, or that Y has just occurred. です or だ can be used at the end of this expression, but in casual exchanges they are often omitted.
Take care not to confuse this expression with verb plain + ところ, which means "just about to do..."
