Japanese trains are not only attractive, they are on time.
This usage of ばかり extends its core meaning of 'only' quite literally ばかり (only) でなく (joining form of でない, is not).
ばかりでなく can be written with kanji as りでなく, but this is a rare form.
This usage of ばかり is interchangeable with ばかりか.
