means I'm doing (verb A), but on the other hand I'm also doing / I might do (verb B)
.This construction can be used when the two options are both possible, or they really are alternative. The で is optional - when it is left out, it creates more of a 'pregnant pause' after the first alternative, conveying the idea that the two alternatives are really quite far apart.
The first part of the construction can use a noun, in which case the pattern is
noun
+ である一方で
.一方で can also be used to begin a sentence or clause, in which case the alternative is understood from the context.
