The chairman participates actively in management, but he is also active socially.
This construction can be used when the two options are both possible, or they really are alternative. The で is optional - when it is left out, it creates more of a 'pregnant pause' after the first alternative, conveying the idea that the two alternatives are really quite far apart.
The first part of the construction can use a noun, in which case the pattern is
