You will need to study at least BK level kanji in order to be able to read a newspaper.
The meaning and usage of なくとも are equivalent to
すく
なく
かんが
えても (which could be used instead in any situation you might use なくとも. As a result it is increasingly common to hear なくても, although this is still technically incorrect. とも is an older form of ても or しても which survives only in specific set phrases such as this.
