Note: 交渉を続ける can mean literally 'continue negotiating'. However, it can also be used more figuratively - so the English equivalent would be 'proceed to negotiate', 'proceed with negotiations', or just 'negotiate'. In other words you can't tell from that expression alone whether negotiations already started (although most likely they did).
