たられば is a neat expression which combines two conditional ('if') inflections to make a single word. たら is from the たら conditional form, and れば is from the ば conditional form. For example, the たら form of the verb する (to do) is したら, and the ば form is すれば - both mean 'if I do'.
The word たられば puts the names of these forms together to make a kind of 'portmanteau' word which is used in the same way as the expression 'What if ...' is in English, eg to refer to whimsical thinking or activities.
