ほか is commonly seen as a 'no' adjective preceding the noun it modifies, as in ほかの〜, in which case it simply means 'other ~'. In this usage the pattern is reversed, and the ほか follows the phrase it modifies.
ほか can be written with kanji as 他 (or rarely 外), but it is more common to use kana.
